LISBON, ND — Snuggled in the Sheyenne River Valley, Lisbon’s main street is all abuzz. The renovated Lisbon Opera House is about to host a performance of the melodrama “Millie Monka and the Salmon Cannery.”

The opera house first opened in 1889. The idea for the latest production came as a suggestion from two women from New York who were visiting their mother, who lived in Lisbon. They started in June and finished in January. It costs $20,000.

“They got everything up and running with raising money and getting blueprints done, and getting the building built, and by December they were putting on a production,” said Opera House volunteer Doneen Fraase.

In the early 1900s, farm families drove horses and buggies to watch traveling performers.

“It sure brought a lot of people in, you know,” said Opera House volunteer David Olson.

Cool down in home improvements across Windsor-Essex: MPAC

A cool down across Windsor-Essex when it comes to home improvements compared to a busy period during the COVID-19 pandemic.

The Municipal Property Assessment Corporation, which tracks property data across the province of Ontario, reports residential home improvement permits decreased by almost 6.8 per cent in 2022 in this area compared to 2021.

These permits were for home improvements including renovations, additions, swimming pools, sheds, garages and decks.

Carmelo Lipsi, MPAC Vice President and Chief Operating Officer, said as a result of COVID-19 restrictions being lifted, people are spending more money on travel and experiences while rising interest rates and borrowing costs have increased prices for construction projects.

Parks Canada: Renovations to historic PEI legislation taking longer than expected

CHARLOTTETOWN – The Prince Edward Island legislature was supposed to reopen some time this year after eight years of renovations and repairs, but Parks Canada now says that won’t happen.

“Parks Canada acknowledged that the project will take longer than anticipated,” the federal agency said in a statement released Monday. “Once all tendering processes are complete, Parks Canada will be in a better position to provide more information about … the estimated completion date.”

The conservation project, which started in 2015, has cost the federal government $91.8 million so far, and the bills are still coming in.

Parks Canada said bids for the third phase of the project were higher than expected, prompting a new round of tenders that have yet to be published.

Renovation permit numbers are still strong in Windsor-Essex

For the first time in three years, Ontarians are spending less money on home improvements after reaching all-time highs during the COVID-19 pandemic, according to the Municipal Property Assessment Corporation (MPAC).

Officials with MPAC told CTV News that home renovations are down across the province, but note that doesn’t appear to be the case in Windsor-Essex.

“Although we’re seeing about a 12 per cent decrease in residential permit activity overall in Ontario, [in the] Windsor-Essex area, what we’re really seeing there is a decline of about 6 per cent,” said Carmelo Lipsi, MPAC vice president and chief operating officer.

Lipsi said the decrease across the province could be credited to an increase in the cost of financing, with higher interest rates making things more expensive.

Also, homeowners are now spending renovation money on travel experiences instead of their homes.

Stettler home improvement program entering final stages of approvals

A new program which will allow Stettler residents to make home improvements and pay for the renovations over time on their taxes is another step closer to reality after the May 2 council meeting.

Following a public hearing during the council meeting, where no submissions were received or presented either for or against the proposed programme, the final two readings of the bylaw were read.

The program, overseen by Alberta Municipalities but administered by the municipality, will allow residents of the community to apply to have proposed renovation work done on homes, such as replacing furnaces, windows, or other high-cost repairs that could be made to make a home more energy efficient paid for upfront by municipal affairs, then have things repaid over 25 as part of the annual tax levy.
